USPS may resort to buyouts, early retirements in aggressive downsizing:

“The U.S. Postal Service may resort to early retirements and buyout offers as a way to slash its staff by 66,000 employees this year and another 51,000 next year. Combined, the planned cuts over the next two years amount to more than one-fifth the agency's workforce.  

Office of Personnel Management Director John Berry said Wednesday that Postmaster General Patrick Donahoe alerted him a week earlier that USPS could offer both early retirement and buyout incentives to encourage employees to leave…”

“Published reports indicate that the latest deal to extend the 2 percent payroll tax holiday would require only new postal workers and federal employees to pay more for their retirement benefits. The increase would be used to fund another portion of the bill, which extends unemployment benefits…” AFGE-Explain-it-Ad

“…No one else is being asked to pay more — certainly not the banks or corporations,” said APWU Legislative Director Myke Reid. Union President Cliff Guffey also condemned the move. “Congressional Republicans scream whenever there is a hint of raising taxes on the richest 1 percent,” he said, “but when it comes to taxing postal and federal employees, they’re all for it.  I encourage union members to contact their senators and representatives and tell them this is a raw deal,” the union president said. “Ask them to stop Congress from balancing the budget on the backs of public servants.”                Call the House switchboard at 202-225-3121 and the Senate switchboard at 202-224-3121.

Postal reform legislation is likely to be considered on the Senate floor very soon, possibly as early as February 6.  NAPS is concerned that the bill approved by the Homeland Security and Governmental Affairs Committee (S. 1789) is defective in critical ways.  Important changes are needed before the Senate passes postal reform legislation.

Alert your Senators and urge passage of legislation that preserves postal service to all Americans and builds a base for a more profitable operation.  The Senate can restore the Postal Service to profitability by fixing the defects in the 2006 Postal Accountability and Enhancement Act and kick-starting new growth initiatives.
